Hard as it was for colleagues in Helsinki to believe 6cms of snow prevented Julia from joining CIOs from the Major Cities of Europe in Helsinki on February 6. Julia was due to join CIOs from Helsinki, Barcelona, Rome, Greater Lyon, Hamburg, Rechenzentrum and Birmingham at a special workshop devoted to progress and plans in making cities smart.
